Unmanned systems are changing the rules of the game faster than the strategic documents meant to describe them can be written. A solution that was an experiment eighteen months ago is now often the standard, and a solution from three years ago may already be ineffective. This is an environment in which the adversary’s adaptation cycle is measured in weeks, and the public procurement cycle in years.
The full spectrum covers aerial platforms, surface and underwater unmanned vehicles and land systems, plus the counter-drone technologies without which none of these capabilities makes sense in isolation. We talk about swarms, decision autonomy and the boundary where remote control ends and the machine’s independent action begins, together with the legal consequences of crossing it.
The maritime dimension holds a special place in this discussion. Unmanned surface and underwater vehicles have changed the character of operations in the Black Sea, and in the Baltic they are becoming tools for protecting subsea infrastructure, patrolling and reconnaissance. We are interested in Polish research and industrial programmes in this area and in the hardest part: moving the result of a research project into real service.
The lessons of Ukraine return here as a point of reference, but also as a warning. The key capability is not possessing a particular system, but the ability to change design, software and tactics quickly. In a field that changes month to month, what counts is not the 2040 horizon but the capacity to react here and now.
